If you wanted to build a network really quickly, you could also completely automate it by coding a script to allow the blog to accept syndication feeds from places like Article Marketer, etc. just like Article Dashboard. One thing: can the script actually detect if there's more than one link in the post? If not, then you might as well go with the "honor" system and just let people post manually and moderate everything (if you're bothered about quality). But nice ... I like it.
