If we lived in a perfect world person within the traffic we send to a cpa offer would not do fraudulent things. Yet we live in a fallen world full of sin where their are fraudulent people.The cpa networks seem to want to blame the publisher for other peoples action.Again we do not live in a perfect world so their is no perfect traffic. I tell these cpa network if your going to blame me for fraud why don't you blame adwords too ? crap one cpa network even went so far as to say since a few customers failed to allow rebill that was fraud and my fault ???
